Insecure Downloads Blocked
Security features in web browsers may prevent downloading files such as PDFs from certain state/internal websites. The site may prompt with an error that an insecure download was blocked, but may allow you to select to keep the file. To resolve this, you can add the website to a list of trusted sites. How to do this depends on which browser you are using.
Microsoft Edge
Click the three dots near the top right corner of the browser, then click Settings.
Select "Cookies and site permissions" on the left.
Scroll down in the list on the right hand side, then click "Insecure Content".
Under Allow, click Add and enter the address of the site. For example, "http://rims"
